Protecting Children from hunger, trauma and danger must first be a universal ethic of intolerance against the evil of child abuse, before any program or action has any hope of lasting change. If any government or organisation or official even accepts in the slightest hint that child exploitation is unavoidable or inevitable then nothing lasting will change.
